All my information from all of my apps that are backed up in iCloud, I can
start something on my phone & finish on my iPad. Make sure that Hand Off is
turned on, settings, general, hand off/airdrop.

true, and no reason to not believe you, if you start an order on the phone it
should be completed on the phone and if on the iPad it
NOT everything syncs across devices. Especially non-Apple purchases.

Nothing is syncing. When both devices are plugged in and the screens are locked
