You don’t need to post proposals to solve the problem, it is a tramendous
voiceover bug that needs tob e reported again and again.

This is a bug and please do all report it again and again and again to Apple if
the problem persists in ios16.2.

There could be several reasons why this is happening. I'll give you a few to take a look at. The first one has to do with voiceover's always speak notifications option. There is currently a bug in that option. You need to toggle it off, then hit the back button, then go back into verbosity
