Apple Maps requires a data connection as it does not keep the maps on the
iPhone.
Navigon and TomTom download maps onto the iPhone, so a data
voiceover when viewing the list of routes one can use to get the destination.
GPS will be dependent on envirment and celluar connection.

I never got Google
I never got Google maps to be verbose. It said things like "drive west" even
though i had it set to pedestrian mode. Guess it's something i've missed
somewhere, even though i have looked through all the settings. Help appreciated.

Quite a few to choose from, BlindSquare and the new RNIB one from the
santendo or whoever they are.

Yes, the Maps app from Apple, which is already on your iPhone will do
this. You can also download Google Maps for free, which some prefer over
the Apple Maps app. There are also other free options as well as some
paid options and even some options written specifically for the blind.
