Yes it does. You can set reminders for the third wednesday of every month for example You can set a reminder to go off every 4 hours if you need to take medication. You can also set pre-alarm-reminders so that if you have an appointment on april seventh you can be reminded a day in advance as

Just one more suggestion, if you sync reminders and calendars with Microsoft Outlook (either using iCloud as a conduit, or directly with iTunes) it appears that iOS will respect whatever recurrence pattern you happen to have going in Outlook even if you would not be able to set such a recurrence
