After looking at all the options and trying chime time, I chose talking time
for a small price which is exactly what I needed. Thank you all

Hi Chaim,
I like Westminster Chimes which will play a chime every quarter of the hour and
strike the number at the hours in its free version. I had to disable showing
notifications on the lock screen so it wouldn’t speak and sound the time but it
has worked well.

not completely blind accessible. Does not seem to highlight my choices as in
stop and start Chime etc.

I don't know about speaking them, but I use an app called timeChime, which one
can set different sounds in for the quarter, half, and hour.
