Pretty sure she mean that he has data for his phone but not an internet
connection at home for the computer to use, thus the need for the hotspot.
To answer the question, yes you can use the phone hotspot. You can set it up as
a wifi connection or as bluetooth. For me as long as the hotspot is

I’m not exactly sure I might be misunderstanding something. If he wants to
use his hotspot for his computer, he’s got to have Internet in order to use
the hotspot. The hotspot is for sharing the Internet with your computer.
Can you clarify if I’m misunderstanding something?
