I do believe you have to turn it off for every app, at least, I have to do
this with my iPhone SE 2020.
But, some phones have a setting that helps.

I’ve turned it off but it looks like you have to turn it off for each app
individually. Is this correct?
Thank you

You have to go into settings, accessibility, voice over, and rotor, then
select the 'described images' in the rotor options, then it will appear on
your rotor options when you turn the rotor.

Do I actually need to open the app first and then turn the rotor to describe
images and turn it off that way? It says turn off describe images for so I’m
assuming I have to open the app to turn it off?

Shirley:
If it shows up in any app, just go to the rotor and turn it off by flicking.
Once it is off, you won't have to do it again.
Just make sure you turn the rotor to characters or words, so you won't
accidently enable it again.

If it isn't an app, it could be what the describe images is yacking about.
Turn off describe images if it is on.
If that isn't it, then someone else might know.
