Hi William,
Go to Settings and choose Control Center. There are Included Controls and More
controls sections, each of which starts with a heading. If you choose something
in More Controls, it gets added to Included Controls, and the item appears in
Control Center.

I'm not sure I understand your message, but to bring up the Control
Center, toch the status bar and then do a three finger swipe up. You
don't need to go down and then up. Just touch the top of the screen with
one finger until you hear a status icon and then place three fingers
near the bottom
I don't have a problem bringing up the Control Panel by either touching
a status icon at the top of the screen and performing a three finger
swipe up or by touching and holding the bottom of the screen before
sliding my finger up. These methods both work for me while VO is
running. I'm doing
It works for me. Remember to hold the finger still until the two ascending
tones before sliding the finger vertically up the screen.

Are you touching the status bar first? Also, if you touch the very, very bottom
of the center of the screen, you'll hear a two-tone sound. Move your finger
straight up once you hear it and you can open the Control Center that way. The
same gesture also works from the top of the screen, to open
Just to clarify, you don't need to double tap on the status bar. Just touching
anywhere on the bar, so that voiceover focuses on it, will do the trick. From
there, do your three finger swipe up or down… That should work.

Touch the top of the screen first to give the status bar focus.
Then, when you do a 3 finger flick up, control center should be there.
