The sounds are only available on the iPhone 14 pro and 14 pro max phones.
The setting is under Settings, Accessibility, Audio/Visual.

No, startup sounds are not available on the 13-series phones. The
shut-down sound was available to me as of the release of iOS 16, but
then seemed to have disappeared once 16.2 rolled out.
