Occasionally, if I've used a Bluetooth keyboard, the onscreen one hasn't
reappeared the next time I use the iPhone without a Bluetooth keyboard. In that
case, the only way to get it back is to connect a Bluetooth keyboard and then
show the onscreen keyboard.

I use an Apple Wireless Keyboard with my iPat Mini 2. to type with the
onscreen keyboard when the wireless keyboardos connected, press the
eject button. this is located on the right side of the keyboard, to
the right of f12. VoiceOver will say, keyboard visible. to high the
onscreen

The only workaround I have found is to use my Apple Bluetooth keyboard and then
when I have finished Press the top right hand key which makes the on-board
keyboard visible. then I turn off my Apple keyboard. generally speaking, this
works!

If the keyboard is on, you won't be able to type with the onscreen keyboard.
Try turning it off first.
