In my dictation, Voiceover loses focus when I end the dictation with two-finger
double-tap and I have to find where I was typing. It was not the case in
earlier versions of iOS.

All I can say that maybe it will be a better choice for you not to update to
the latest iOS version next time right away. Wait a few weeks and read what
