Need Some Help Finding the Speak Screen Controller on iPad Display

Hello Everyone, When I enable the Speak Screen Controller on my iPad, in order to use the Siri Voice to read Kindle Books, etc. I cannot seem to find a way to locate the controller via VoiceOver. For that matter, I cannot get the 2-finger swipe down gesture to work, especially in the Kindle app

The settings under accessibility, Spoken Content, are mostly directed at people who do not use VoiceOver. Speak Selection puts up a button when text is selected so you can have that text spoken. Speak screen allows you to swipe down with two fingers from the top of the screen and have it read

Speak screen is primarily for non-VoiceOver users in my opinion. It allows the screen to be spoken when you do a two finger swipe down from the top of the screen, i.e. the status bar. When this is on, you can then lock your phone and it will keep reading. Some people find this useful when reading
