Yes, this is normal. Visual voicemail only works when your data passes through
the carrier's network. People without data plans would not use visual
voicemail. Generally in these cases selecting the Voicemail tab in the phone
application would dial into a traditional voicemail system where for e
hough, how would people who have no celular data get their voicemail?

I am finding it strange that when I turn my celular data off, I do not get
voicemail. I am using AT&T. Is this supposed to be normal? or is there a
setting I am missing somewhere? The minute I turn my celular data back on, I
get all of the voicemail messagess that have been left
