The setting that controls calls on other devices is in your iPHone 8, under
settings, Phone, Calls on other devices.
Open that and make sure your 5S is selected.
They have to be on the same WiFi network, otherwise, it should just work.

If this just started after updating to 14.3, it could be that the 5S is no
longer supported in that feature.
But check Settings, Phone, Calls on other

I have iPhone5S with iOS12.50 and iPhone8 with iOS14.3.
iPhone8 is the main phone that has the SIM from the provider. Whenever the
main phone rings, the secondary phone rings too if both are on the same
network under the same Apple ID.
I think I have done something wrong somewhere
