Yes, if you are using your phone, notifications go to it. If you aren't, they
go to the watch. If you don't want a particular notification to ever go to the
watch, you can configure it not to by flicking to Manage when the notification
comes up on your watch and double-tapping, or from the
My daughter says that if the phone is unlocked, it will make the
message sounds. since I prefer to have mine locked, I have not tested this.

The notification will show up on both the phone and the watch. However if you
dismiss it from the watch I believe it dismisses it from the phone as well. If
you just look at the notification on your watch it will also still be on the
phone.
