This message means that the album has been removed from your country's Apple
music store. possibly a dispute between Apple & the singer/group. The album is
possibly still in another country Apple music library, no way to know for sure
or which country still has the album in Apple music library.

This afternoon I tried to play an album that I’ve had in my Apple Music library
for a long time. Each time I tried to play a track from the album I got an
error message that said:
”This song is not available in your country or region.”
Does anybody have any idea why an entire album would

Your accounts are both logged in to the same service I suspect and it is
treating it as an exchange or iMap account and syncing across devices.
Especially if you put in your phone information as part of the Win10 setup.
At least, that is my guesstimate

I don't know how to solve your problem however, if you call Apple, I'm
sure they will be more than accommodating.
