Make sure you select the full reset option, once you double tap to confirm the phone will reset and boot up to the setup screen which is exactly the same as you get if you buy a new iPhone. Voiceover will at this point not speak unless of course you triple press the side button to turn it on.

For me I always had my custom ringtones under Sounds > Ringtone, but under the other categories like Text, Voicemail I did not. Anyways, I installed iOS 17.1 Developer Beta and just checked and now all my custom tones are also back and I can use them for text tone, voice mail, email etc.
