I'm not certain; it would depend upon the specific settings of Safari.
However, my guess is that Safari would open the HTML file as though it were a
web page. This would have the advantage of allowing a person to select which
link to add to Safari and,

I found this incredibly VoiceOver accessible pill reminder app.
The app works just as described in its description. The developer even
mentions VoiceOver in his description. Those of you with Apple watches are
going to love this app, especially if you have silent reminders
oh yes I forgot to mention the three finger double tap to turn speech on and
off with only work if you have VoiceOver turned on in settings.

I believe by you going to settings and turning voiceover off you are disabling
it completely. If you just want to turn speech off for a small period of time,
I try three finger double tap. This will turn the speech off same three fingers
double tap to turn on.
