Having Wi-Fi on is not the same as activating Wi-Fi calling which is done in Settings > Phone. If you turn Wi-Fi calling on it means that if you do have a poor cellular signal and you are connected to Wi-Fi, that your call is made using Wi-Fi instead of cellular. From: viphone@googlegroups.com

As I said, turn off the automatic switching and see if that helps: Settings > Accessibility > Voiceover > Audio, turn of "Auto Select Speaker in Call" If this fixes your issue then it is quite likely that your phone's proximity sensor might not work correctly which then would not be a Voiceover
