Hi,
I seem to get them once a day with
one app or another and it's not just news apps today it was
youtube of all things.  Turning notifications off and then back
on has no impact. If I hadn't wanted notifications I'd not have
let them turn on in the first place so obviously I wanted them
on why it keeps asking me is a mystery. Today with the youtube I
thought Voiceover actually found a keep button and my heart
soared but then it came back and well there we were having gone
in a pointless circle.

but essentially ever since around iOS 13.3 or so I have
a few apps mainly news ones which keep showing up in
notification center with a notification asking me if i
want to keep receiving notifications. When I attempt to
interact upon them after VoiceOver verbalizes them I end
up invoking a notification from another app thus there
seems to be no way to dismiss them or say yes to them. 
It is driving me mad.  Has anyone else encountered this
and is there any fix? I tried deleting and downloading
the apps again thinking if I answered the notifications
prompt on set up that'd set things right but so far no
joy.  Has anyone else encountered this?

Right, but have you turned them off in the Notification settings?
If so, then it is time to complain to the app developer.

but essentially ever since around iOS 13.3 or so I have a few
