The gesture to initiated 3D touch is a harder single finger press on the screen
and not a single finger double tap and hold. That latter gesture is available
whether your device supports 3D touch or not.

If you have 3D touch on your phone, you can double tap and hold to bring up a
menu that allows you to do several things like play the song or add it to an
existing playlist without starting play and going through all those acrobatics.

things.
It use to be that you could flick through a playlist and when you found a song
you liked, you could flick up in the rotor to the "Add to playlist" option.
Double tapping this would then bring up a list

necessary to instruct me on adding songs to a playlist while swiping
through titles.
I wonder if I am truly the only person who cannot do this? or perhaps
there isn't high demand for this? it seems odd, though...
