I seem to get them once a day with
one app or another and it's not just news apps today it was
youtube of all things. Turning notifications off and then back
on has no impact. If I hadn't wanted notifications I'd not have
let them turn on in the
Right, but have you turned them off in the Notification settings?
If so, then it is time to complain to the app developer.

Hello it is not only happening with news apps. It can happen with any app that
sends notifications and it seems to be random for me. I don’t get these
notifications daily.

Have you gone into Notifications and turned them off there?
As of iOS 13, that behavior was supposed to get better.

Yes, I am experiencing this as well and it seems that no matter what you try
they will continue to periodically come up. I’m interested in a fix as well.
