In iOS 11, if you truly want to turn off Bluetooth you can only do it from
within Settings. Turning it off in the control center will only disconnected
from the current device I E headset or keyboard. The same by the way goes for
Wi-Fi

In the update you are not turning off bluetooth or wifi
Only disconnecting the device that is why it looks like its turning on as its
really not turning off

Since I have upgraded to the latest version of iOS 11, my Bluetooth keeps
turning itself back on after I turn it off. I have turned it off and the
notification Center, and in settings. I have shut the phone off, and turned it
