No the switching seamlessly between phone watch and or ipad is still obviously
a work in progress
It happens less now than it did with IOS 13 but still sometimes happens.

Unfortunately, they don’t do what you are asking about. They switch seamlessly
when nothing is playing, but when you get notifications, your book would not
pause for notifications. You would have to stop the book and then see if your
AirPods could pick up your watch. I have not
My AirPods Pro, that I got one year ago, work great, no concerns about
VoiceOver and cost around $250.
