Opening the camera from the home screen does not show the Format button. I
only get this when I open the Camera app in Settings. I used Windows to try
and view the .HEIc picture and didn't even ch
that Win11 will open a
picture in .HEIC format, and convert it.

Look under the Camera Capture heading.
Double-tap “Most compatible” to change the capture format from High
efficiency to Most compatible
