Hi,
At this point, try checking if status cells are enabled in VO/s braille
page. Reports state that when you enable status cells, VO will not come on
after you update to iOS 8. I had to install iOS 8 three times on my 4S (all
three of them being restore, with one of them under DFU mode) via
Ok man I just figured it out I left the computer to talk to my husband. All
of a sudden I thought to reset all settings it worked sorry for jumping the
gun here.

After all you did, you may need to make sure whether voiceover is still on. If
you held down power and home button so it rebooted, you need to confirm whether
or not voiceover is actually still on.
If you are in doubt as to whether or not voiceover is on, you could connect

without erasing data, and VO came back on the next try.

Oh sorry, I didn't read that a braille display was involved! Yes, the status
cells bug would cause this.
