Hi: The problem is not that the side switch is on mute. The problem is that when she touches the bottom of the screen to get to the home screen, she doesn’t here any sound to let her know that she can slide up to the home or app switcher. She turned that off because she had an iPhone 8

Did they just mute their phone or did they go into VoiceOver Audio settings? If they went into the VO audio settings and don't remember what they did, perhaps using the search field at the top of the settings window for something like home screen sound, or something along those lines.
