I haven't noticed it, but if you can reproduce this consistently I would 
definitely write to accessibil...@apple.com<mailto:accessibil...@apple.com> and 
report it as a bug.

All I can say that maybe it will be a better choice for you not to update to 
the latest iOS version next time right away. Wait a few weeks and read what 
people have to say.
Having said this I am not sure why some people seem to be having such issues 
with dictation where most don't seem to have them. Yes, I do run into the issue 
that instead of the magic tap ending dictation it will start whatever audio I 
was playing last, but then usually a second 2-finger double tap will end 
dictation Hopefully those who experience this will report it to Apple 
Accessibility, but in any case, this also happened to me in iOS 15 so it's 
certainly not a new bug introduced in iOS 16.
I would advise to upgrade to iOS 16.1 next Monday when it is released to the 
public as this should clear up many issues which people still experience. Also, 
if maybe something didn't go quite right with the original update and that is 
the reason why you are having so many issues then doing this upgrade properly 
may help. When I say properly I mean to do just a couple of things before the 
upgrade:

1. Close all apps from the app switcher
2. As a minimum reboot your phone, I suggest you go to Settings > General > 
Reset and select Reset Network Settings which also reboots, but it also clears 
other things and may result in an improved pgrade experience. You do have to 
re-enter your Wi-Fi password after doing this and go to Settings > General > 
About and rename you riPhone to what you want, e.g. Diedre's iPhone" because 
Reset Network Settings changes whatever name you had to just "iPhone".

After that do the update and once your iPhone boots up again and you sign in 
use it for a few hours and then shut it down one more time and start it up 
again.

Well I revert back to my 6S for sending text messages and things that require 
more extensive dictation because I do not like hooking my phone up to a 
Bluetooth keyboard mostly because I don’t care to have extra things lying 
around and I don’t have a lot of extra surface workspace. So that’s 
unfortunate. I’ve got an SE 2020 that doesn’t work so well since updating to 
16. But it’s the phone I have phone service on so it’s the phone I use plus of 
course can’t use the 6S with the version it has on it for many of the apps that 
required updating, which is fine. I don’t mind updating but I do mind it when 
it’s a buggy update!

It seems at this point  you can't any more unless you start the text message in 
messages and use the "Dictate" button.
