As Flora said, the three finger double tap does not turn voice over off,
just stops speech temporarily until you do another three finger double tap.

If you have any questions or concerns about the running
there is a
conflict between the gesture for screen Curtin and voiceOver. When I
perform a three finger triple tap to turn on or off the screen Curtin,
voiceOver gets turned off. Is there a way to reassign one of these

To turn voice over speech off is a three finger double tap. Screen curtain
is a three finger triple tap.
Just do a three finger double tap to toggle speech off and on. You don't
have to hit the side button.
As for assigning another gesture, someone else will have to comment.
