to use the hotspot feature or can you get it on pay as you go too.

I know you can definitely get it on Pay Monthly but I would contact your 
carrier about Pay As You Go. My prediction would be highly unlikely though.

I am just curious whether in many European countries you still have to pay 
extra in order to use your iPhone or other mobile phone as a hotspot. It seems 
to me that the United States is one of the few countries left where carriers 
don't allow this. I think it must be almost 10 years where carriers in Canada 
charged extra for that, it's been no problem ever since I have had my first 
iPhone 4 in 2010. I also think that not all carriers in the US do this, I 
believe on T-Mobil you can use your iPhone as a hot spot without extra charges. 
Not sure why carriers care how you use your mobile data, if I have 2 Gb and I 
want to use it by connecting my laptop via my iPhone and download some huge 
files then that should be my problem.

 Before you can use the Hot Spot feature, I would suggest calling your phone 
 carrier to see whether there's any additional cost in using this feature and 
 whether they need to do anything to enable it. I use ATThat, and I don't 
 have to pay extra for it, but I know that at least in the past, some carriers 
 did charge for it.
 
 
 Once you've got the go-ahead from your carrier, turn on the hot spot. You can 
 leave the password as is or change it to anything you like.
 
 
 Then have the device that you want to use the hot spot check for networks. It 
 should see your phone as a secure network. When you try to join, your device 
 will ask for a password. Enter the password on your hot spot screen. Your 
 device should soon show as connected, and you can then use it online just as 
 you would with any other network. Keep in mind, though, that you're using 
 cellular data, so be sure you have plenty so you don't go over your 
 allotment, since going over can be expensive.
