If you're changing roter settings then IOS is interpreting your touches,
swipes and taps as flicks up and down. I'm not sure if it's been
mentioned or not, but you might want to check out the VoiceOver practice
area. by going into Settings - General - Accessibility - VoiceOver
and double tap
is in there.

You can also try using 3 fingers and tapping the screen twice. I sometimes
accidently turn voiceover off using this gesture.
