I hope this helps, but the only way I get it to work, is if quick NAV is on.

  Hmm. I’ll have to mess with this. In theory, if you do a VO-F6 and it 
indicates all of the selected items you have chosen are present, the drag and 
drop Should include all of the selected items.

That's a good thought. I tried it, and as when I moved up and down the list 
without the VO keys, I was told everything I chose was added to the selection. 
The drag and drop didn't put any of the selected tones on my device, however. 
Being able to do it reliably with one tone is great, though.

  The one thing that might be missing here for multiple selections is, yes, 
VO-Command-enter is used for multiple selection, but you have to navigate to 
each file using the VO-arrow keys and then pressing VO-Command-Enter to select 
that item.

ringtones from a Mac to an iOS device running Catalina, and they sent me steps

tones at once to work, but copying one tone at a time works reliably using this 
method. I'm so glad there's a way to do this without Garage Band! Here are the 
steps:
