iBooks with VO;iPhone reads punctuation, iPad doesn't;

When reading books on Kindle or iBooks on my iPhone 5 it is very distracting since it reads all the punctuation. I discovered that on the iPad Retina it does not read out the punctuation. I have been checking out all the settings but can’t find anything that mentions reading out
