Hi

No, I could find no way around this, thus this feature seems, in my humble 
opinion, rather useless.  Would be glad if someone can help me sort this one 
out, and if this is a bug, we need to report this.  If this is by design, 
then I would be rather taken aback, as it does make no sense to me at all.

to use the "do not disturb" option, but obviously I am not understanding

Mark, delete does work. You do not have to open "edit" to delete. Just
flick up or down to delete and double tap and it is gone. I do agree
about reordering. When i flick up the choices I see are more, delete
and activate. More only seems to let you get more information.about
that contact.

To reproduce this bug:

1.
Make certain that you have multiple Contacts selected as a Favorite.

2.
With VoiceOver enabled, open the Phone app.

3.
Select the Favorites Tab.

4.
Select the Edit button located near the upper right corner of the
display.

5.
Even though the reorder controls are visible on the display, they are
not VoiceOver accessible.  It should also be noted that the Delete
controls are also visible but are also inaccessible via VoiceOver.

Subject:  Reordering Favorite Contacts Control No Longer VoiceOver
Accessible in iOS 10.

In iOS 10, unlike in iOS 9.x, when VoiceOver is enabled, the user cannot
reorder Contacts in the Favorites area of the Phone app.

To reproduce this bug:

1.
Make certain that you have multiple Contacts selected as a Favorite.

2.
With VoiceOver enabled, open the Phone app.

3.
Select the Favorites Tab.

4.
Select the Edit button located near the upper right corner of the display.

5.
Even though the reorder controls are visible on the display, they are not
VoiceOver accessible.  It should also be noted that the Delete controls are
also visible but are also inaccessible via VoiceOver.
