I’m not sure that I completely understand, but I highly recommend that you 
clear your app switcher, power down your iPhone, wait a few minutes and power 
it back up. I have had to do this more than usual since iOS 13 and it has fixed 
some glitches I didn’t expect it to fix.

In the Accessibility settings, make sure that subtitles and captioning is 
turned off.
It sounds like that got turned on.
