No, the iPod Touch is only a Wi-Fi device, with no cellular capacity.
You can do FaceTime audio or video calls over Wi-Fi, or Skype.
But, you can use any app on the iPod Touch that you can use on the iPhone if it
does not require cellular data.

I suspect your best bet would be to open them with Openbook and save in word or
txt format.
I'm doubtful you will find anything in Mac or iOS.
If you don't still have Openbook, I'm not sure what you can do.
Maybe do a web search for opening openbook .arc files and see what comes up.
