There are several known bugs of which Apple is aware.

 

There are notification bugs but it is very user dependent. The last days there 
are many complaints not only from blind or visually impaired users; these 
problems are not accessibility related. For some users notifications nolonger 
pop up or when they do so there is no sound or some come in some do not.

 

Sometimes problems are solved by rebooting or resetting the phone but sometimes 
this won’t give any help. But most users are not affected.

Think I will wait till after the 20th to install given what I have heard about 
Apple possibly blocking the federal message broadcasting system for the same 
reasons parlor was removed from the App Store.

measure a person's height, the results are now accessible with VoiceOver.

 When running a Shortcut that prompts you to select from a menu list of 
options, you should now be able to dismiss the Shortcut with the VoiceOver 
scrub gesture.

and low vision users in these releases.
