No, I already had that set  to speaker instead of auto.  But, what a good try.

The main reason that I wanted to get away from the sensor was because it wasn't 
working right.  A reboot of the phone fixed that.  Or, at least, some thing 
fixed it.  I would still like to be able to lock the phone in to speaker mode 
but since the sensor is now stable, I could live with it if I needed to.  For 
now, I am guessing that this might be a bug in IOS 13.

Richard, I appreciate all of your time in digging around for different 
suggestions.

But, you lose the use of the number pad.

That is exactly what I thought too.  Automatic is toggled off and the sensor is 
still working.

I thought that this setting would do it, but it does not. When one is
on speaker phone and puts the phone to the ear or touches the hand to
the top of the phone,  the  ear piece carries the sound and it does
not go back to speaker phone unless the user hides keypad and selects
speaker.
In short, I do not believe that there is a means by which to carry out
what the user is trying to perform. I think that the only means of
alleviating this issue is to lock/turn screen off  while the call is
on speaker phone.
