I have read that with the 4s the enhanced voice crashes more often. It
also makes the phone less stable. You may want to consider that or try
both voices and determine for yourself if that is correct.

Hi Shane. Did you turn off Use Compact Voice in the Voiceover settings? That 
might fix your problem. Also, be sure to turn off Use Pitch Change as well 
because that turns on the compact voice when you type a capital letter or 
delete. Finally, what language or voice are you using?

I'm not sure what voice you're using, but I definitely hear a difference 
between the US English enhanced voice and the compact voice.

There is a way to take a language out of the rotor go to settings
general accessibility voiceover on then rotor next look for language
then double tap it to take it out of the rotor. The premium voices has
a huge difference then the compact voice.
