You could try GIMP http://www.apple.com/downloads/macosx/unix_open_source/gimpapp.html or GIMPshop http://plasticbugs.com/?page_id=294 which is, basically, GIMP with a reworked interface both of which are OpenSource freeware but need to run under the X11 interface so not too pretty :(
