The only other thing I can think for you to check is in Mail - under
Format Style Styles - click Favorite Styles,
do you have Default Left aligned, Spacing 1.0x?

stick that on my desktop then go and delete the com.apple.mail prefs
in users/user/lib/prefs
open mail up recreate the account and then import the mail off my
desktop

In addition to what daniel said about the mail cache clearing the
entire cache folder in users/user/lib/cache can fix quite a few
issues, specifically boot issues is a good one. Just make sure you
only delete the files/folders within that cache folder

The removal of the plist file did not rectify the situation. Then I
went into rebuilding the iPhoto library.
During this process the progress box states Loading Photo Library
After approx. 6 min the original alert You can't open etc. returns.

You can't open the iPhoto Library with another application like Preview I'm
afraid. It basically belongs to iPhoto. If it's still the same size as
before there's a very good chance it's all still there.

I tried and applied all suggestions , removed fonts , cleaned/removed
caches,
double checked preferences, inspected all Invisible files
