Kernal Panic’s are always a bit of a hard one to work through sometimes,…as they can be either software or hardware. Given you’ve said it doesn’t do it when Time Machine is turned off, then it could either be a) something in the Time Machine software or b) something with the drive being used

Hi Rosemary, a friend had this problem and it was due to a failing power supply which had to be replaced. I also found this to be the solution to computer restarts when I did a Google search. Consider that you may not be able to solve the problem without taking it to a technician. Kind

Hi Rosemary How do you have your Time Machine disk connected to the laptop? Assuming it’s the machine you listed in your specs? Do you have a hard drive connected directly to the laptop via a USB-C port? Or is it a “normal USB” backup drive you’re using and you’re connecting it to the laptop
