Does anyone know of a way that a Windows server could restrict access
to it to Mac specified by their MAC address? Or a networking forum to
which I could post the question?

This is not really a networking issue. It's more a windows firewall
configuration question. Are you using the standard windows firewall.
Maybe have a quick look over the documantation. I am sure they must
have support for this.

If MAC address filtering is the appropriate option, then you filter a
Mac's MAC address the same way you would any other MAC address. Exact
instructions may vary according to what OS version is running on the
server, and depending on whether a whitelist or a blacklist is better.
