This actually began some while ago and I have been getting more more curious
about it.
If I copy any attachments from Mail to the desktop, then Trash them when I have
finished with them,
I am not able to delete them from Trash until I have quit Mail.

Are you using Mail in Snow Leopard? Are you receiving the file is in use
error?
Until the message with attachment has been sent, trash will not empty if it
contains the attachment file, but it should after the entire message has been
sent.

Though I don't have an exact answer for this (and have googled and repaired and
modified to try and fix it), I have found some things that seem to make it a
bit better.
I sometimes come across the same hiccup with files.

Yes it is Snow Leopard (still nervous about Lion with my old 2.15 iMac)

Files are definitely not open.
Repair disk permissions quite regularly (especially before and after new
install, as per your good advice)
