No, Unless you NAT a public IP to your private IP. This must be done on
the router. You could also PAT the needed port on your router to point
to your PC's desired port. The fact is that NATting is more widespread
and available than PATting. SO your choice would probably go to NATting.

That's the address assigned for your computer/router, if not correct
check the documentation.
That looks like the standard router address, which is not your
true IP.
Your router will have to be configured to allow outside
connections.
Contact the manufacturer for instructions.

You have to use the router utility to find out what the ip address of the
router is. You will also need to figure out port forwarding (check your
router documentation) to forward requests to that ip address to your
computers internal network address.
Better yet, upload the files to your webserver
