There isn't a lot of difference between unassigned bugs, and those that are assigned to people who don't read their bugmail for various reasons. If you want to get a decent subset of bugs that aren't being worked on, but not all, perhaps a query like this would work for you,

My approach would be to also disable the ability to watch the account, for the same reason of reducing exposure of accidental postings. Would you mind sharing your use case? Bugs assigned to webkit-unassigned are not a very well defined set of bugs, so perhaps there is another solution that
