It's under Files tab of the editor, the last option, "Upload translation". It's
not shown when the component is locked for update. I don't know if that's
possible due to rights/permissions assignments.

Given the fact that different user roles are available for assignment in
Weblate, there should be some strings which deal with permissions about what
someone is supposed to do under a certain role. Actually there are some strings
commented out as “Access control role”. My suspicion is

I'm assuming that there are such strings in Weblate. The following are taken
from master:
Add language for translation
Perform automatic translation
Ignore failing check
Overwrite existing strings with upload
Access the internal repository
In English these string could be part of a list
