Laura, Yes you can file a complaint as a 'whistleblower'. Complaints can be filed by patients, workforce members or others who become aware of or suspect violation of privacy regulations by a provider. My understanding is that the answer to that is a big YES and that's why HIPAA can be such a pain and why there will be complaints received.
