I changed out my internet provider to t-mobile home internet service and
now I'm getting ftp errors. I tried connecting to the ftp from another
computer and that worked. When my raspberry pi tries to connect I get
errors. This was working fine before I switched providers. Any ideas?

Try removing the line
rain = prefer_hardware
It's what's causing the StdWXCalculate service to try and calculate a value.
I wonder where that line came from. I don't recall it ever being part of
weewx.conf

Yes the best method when using the Interceptor is to use the Customized
server settings. The path doesn't matter. But in some firmware versions it
just couldn't be left blank or it wouldn't send. So just put in index.php?
for the path.

As a general rule, downloading head on a github repository is not equivalent to
getting the latest release. Head may contain changes not yet released (and
perhaps not yet fully tested).

I upgraded via webmin and resulted a in a default conf.
I manually reapplied the conf from a backup, and now:
- data aquisition from SDR seems OK
