Can't say for certain as you cut the log extract before WeeWX attempted to download any archive records, but I am guessing you have corrupt station memory. It is not uncommon when there is a power interruption to the station and it manifests itself as loop packets continuing to be generated

You should not need to install anything extra to use FTP, neither should whether your website is https (or http) affect your FTP setup. The path will need to be set correctly, but I would suggest that first you need to ensure that FTP is connecting and uploading to your web host without error.
